use CPPFLAGS completion for CMAKE_CXX_FLAGS completion

cmake -DCMAKE_*_FLAGS*=<TAB>
will invoke _gcc as if one completes
export CPPFLAGS=<TAB>

Given that _gcc doesn't distinguish between CFLAGS, CPPFLAGS, or
CXXFLAGS, neither do we here.
